Do they have a high level that they say you cant go lower? or else you got a ticket?

I don't know about in the states but here in Montreal, Quebec I got one. Too low and rubbing....exhaust, tints, no front rebar because it was cut due to the intercooler....

I got a ticket first for going 58km in a 30km zone. Around 200$
Then
Exhaust 151$
Lowered 299$

If I was only rubbing when my tires turned then it would be a MAJOR infraction so I would get my car TOWED right away, bring it to the impound lot and pay the fine. Since the cop made me turn my tires left and right he would know....he just saw some cut marks so gave me the ticket...

Oh and also I had to pay a 75$ + 13% tax mechanical inspection that the cop sent me to....I had to raise the car, buy orange reflective tape to use as sidemarkers...

Basically near 1000$ it sucks buddy here.

wow 1000$ thats a shit load...i have a buddy who got a 250$ ticket for his tints...but the car came like that ...how r u suppose to know its illegal
